Attention Administrators: The following is an explanation from Paul
Polasek concerning a student who withdraws from a campus and leaves the
district with the intent to enroll in another district, and fails to be
submitted in PET or PEIMS as being enrolled in another district then the
student will be counted as a dropout. This is a change for PEIMS
reporting that will definitely effect campuses. Please read.

PEIMS Personnel,
recently I have had a few questions about student leavers that have
brought to my attention some new points everyone needs to understand.
In past years whenever a student withdrew from a district with "Intent to
enroll elsewhere" (code 21), as long as the sending district had the
appropriate paperwork on file showing the students declared "intent to
enroll elsewhere" the sending district would not be held accountable if
the student failed to enroll elsewhere in the state.
For 2005-2006 the premise of "intent" no longer matters in determining if
a student is considered a dropout or not. If a student leaves your
district with the intent to enroll in another district, and fails to be
submitted in PET or PEIMS as being enrolled in another district then the
student will be counted as a dropout.
PEIMS personnel will immediately see the difficulty this could place on
your district to have to "follow up" and make sure students that withdraw
from your district actually do enroll elsewhere. PEIMS personnel should
work closely with their administrators to assist with this process. The
following are some ways to help alleviate potential problems.
1) Check the PET system frequently to see if another district has reported
a new enrollment record.
2) Check the PET and PID database when you enroll a new student to make
sure you report them the same as their previous district. (Name, SS#
etc..)
3) When a student leaves your district gather as much info as possible
about where they are going. If a student does move to a new place but
fails to re-enroll there, your district may want to contact Truancy
authorities in that district.
I have requested TEA clarify this in the data standards as soon as
possible. We will discuss this further in future workshops. Please contact
